The government will extend all possible cooperation to private sector entrepreneurs for setting up industrial ventures that will manufacture goods to substitute for the countrys imports of such items like mobile handset. Special assistance will also be provided to small and medium enterprises (SMEs) in the use of new technology for importsubstituting or exportbase expanding areas.

One of the foremost objectives of the industrial policy 2005 is to help attain competitive efficiency by developing technology, reduction of consumers costs by using costeffective technology and assist the development of an environment friendly industrial production system. The investors from home and abroad can take initiative for manufacturing or assembling mobile handset as there is a big market for the product in the country.

The development and expansion of the SMEs have been given priority in the industrial policy as a very important medium for achieving industrialisation and higher economic growth. The role of the SMEs in generating investment, savings, employment opportunities, export and improvement of peoples living standard as well as national development is very important. To this end, forward linkage, backward linkage, value addition and improvement of productivity will be accelerated in order to establish and expand SMEs in the manufacturing sector.
